how do i make a circuit that counts up in seconds and milliseconds and displays the count on a 7 segment?

i need to make a circuit that is like a pinewood derby track timer or a drag strip timer, it needs to have 3 LED's that light in sequence of red, yellow, green then the timer starts when the green one is lit and counts up from 0 until i push a button to stop it, the time will display on two 7 segment displays in seconds and milliseconds.

does anyone know how i could do this? i am trying to use 74192 and 7447 chips with the display and a 555 timer to do the counting with 7476 chips to do the lights but i can not get it to work, any one have another way or a diagram to show how to do this? i dont have to use those chips i mentioned, those were just what i was trying to use.
and i have to use a combination of chips to do this, i can not just program all of this into one chip, i need a chip(s) for the timer, i need chips for the display and i need chips for the lights

this is too complicated to explain easily. This is a major project.

Break it down into pieces and get each piece working on it's own, then connect them together. I'd skip the initial prestaging lights and get them added on later. Concentrate on the main clock.

1. an oscillator running at 1 kHz rate to generate clock signals 1 mS apart.

2. A set of LS192's to count the milliseconds. If you go to 99 seconds, that is 5 chips linked together.

3. A set of displays and display drivers linked to the LS192s.

4. A button or signal to start the chain counting, and another to stop it. Not the best, but easiest is to gate the clock to the lowest of the chain of LS192s with an AND gate.
