Weird villain from old sega game?
It was one of those old sega games (with game play similar to Golden Axe) where you walk forward, fight a bunch of guys, and then the game allows you to move forward some more.
I can't remember the name, but I remember there was this weird mini-boss who had a goatee and was dressed in a black sailor hat, black vest, black high heels and black underwear (i think they were all black, maybe one of them was purple?). He would be on this boat that would unload enemies, then he would drive off, and come back later with more enemies.
When you fight him, he walks weirdly (he put his hands on the back of his head and doesn't walk, rather he 'swivels' his hips to move).
What was this game? I remember there were two or three of them.
