My fan in the carrier a/c system does not run periodically when it is in the auto mode but in on mode it runs?

I have carrier electric system and honeywell programmable thermostat. when the fan is on mode indoor unit does work but the outdoor unit does not. The out door unit only works only when the system is heating or cooling the house. when I don't have to use the a/c system (off) I don't see fan running periodically neither indoor or outdoor. I feel stinky smell in my home because the air is not replacing frequently. I want to put my a/c off when I am not in home but the problem in the same time is fan does not circulate fresh air in auto mode. If any of you have any idea, please help, I appreciate it? Is it necessary for outdoor unit to run when fan is in on mode?

All programmable thermostats work pretty much the same. Your manual should give you some direction, but here goes.
When you put thermostat in "fan mode on", the motor on your furnace or air handler runs, but not necessarily the outdoor unit unless the thermostat is calling for heating or cooling. It's 2 different motors entirely.
When the thermostat is in "off" position, neither the outdoor or indoor unit will operate. It's off. I think you're trying to turn the a/c up so the outdoor compressor doesn't run, but you do want the indoor unit to run to keep the air moving in the house. You can't turn to "off" mode and then try to operate the indoor fan, because it's off. So, if you're in a/c mode, set the temperature higher but set the fan switch to "on", not "auto". Auto only works when the thermostat is calling for heat or cool. The fan "on" will allow the fan to run inside all the time.
