Lighting system vs External flash?
I was planning on purchasing a lighting kit however I was wondering if an external flash is something that would benefit me more. This is the lighting kit I am looking at...

Should I look into a external flash instead? And even if so...would a sufficient flash be around $200?
I plan on doing more portrait photography if that info is needed.
The kit that you've linked there is something that would be ideal for a beginners studio outfit. But it depends on whether that's the kind of portraiture you'll be using it for. Basically, Studio or Location?
Some very good results can come from buying an external flash and they are portable so can be taken anywhere. You just need to bear in mind that you only have one directional light source with an external flash, so if you want the subject to be evenly lit from both sides it won't do if it's off the camera. A lot of portrait photographers use a ring flash in this instance because it lights the subject and their facial features really nicely when it's mounted on the lens, and can be taken off and fired from another direction with a cable, like external flashes.
A lighting kit is a very good investment if you are committed to making studio portraits at home. It takes up space, and isn't as portrable, but if you have space and aren't taking it anywhere then it is very effective and gives great freedom for you to control your light source.
So, an external flash unit is portable and can be put to more than one use. Although in terms of lighting it lets you have only one directional light source.
A lighting kit isn't as portable and is pretty much committed to an indoor studio environment, unless you invest in a power-generator to take it on location. It also has a good variable amount of lighting directions and strengths.
In terms of Brand names, with external flashes i always go for the camera brand which i own (in this case nikon)
with studio kits you're a little more free. By this i mean cheap is pretty good, i spent a lot of money on a portaflash setup and my friend went for some even more expensive high-end brand, and there is very little difference between them.
In terms of cost you might be paying a little more for an external flash, but this is because it has more uses i suppose.
