The answer is the atmosphere. I just had a quiz on this in my astronomy class.
However, this quote is from MSN's Encarta Encyclopedia, I think when they say "photosphere" they are referring to the upper-most area, which can probably be used interchangeably with the "atmosphere":
"Each absorption line is created when sunlight passes through the gases in the Sun’s photosphere. Atoms and ions of each element in the gas absorb light at certain wavelengths, creating dark gaps in the Sun’s spectrum."

"The upper layers of the photosphere are cooler and less dense than the deeper layters, so you see absorption lines in the solar spectrum."
